What chemical property of what element is responsible for water’s polarity?

the question is asking which element out of Hydrogen and Oxygen is responsible for water’s polarity. my book doesn’t clearly answer the question, but i’m thinking the electronegativity of oxygen is what makes water polar.

In the water molecule the Oxygen and the two hydrogen atoms share electrons but because the oxygen molecule is more electronegative like you stated, it tends to keep the electrons closer to it, therefore you end up with a negatively charged oxygen molecule on one side and the two positively charged hydrogen atoms on the other.
