Why does the water fountain have a blue residue?

We just recently installed a Hadson Taylor Freestanding water fountain. This was a free water fountain from a guy who had one laying around. The water line that is connected to the fountain is fine, and none of the other fountains have this blue residue to it. We think it might be something in the water mechanisms and maybe it’s needs flushing. How does one flush a water fountain? The water taste awful in this fountain.
